They're AES SEDAI, a group that is practically DEFINED by their literal, legalistic approach to oaths.
The only justification I can see for this is that the DO already knows about this loophole, and for some reason refuses to/can't change it.
If this were another setting, it'd likely be some kind of "Cosmic Chess Game" played between him and the Creator, with limits placed on each of them.
So, like,
CREATOR: Oh, fine, you can have your evil nun cult. But there has to be an escape clause so they can return to the Light!
DARK ONE: FINE. BUT YOUR SUPERPOWERED SAVIOR HAS TO LOSE A HAND.
CREATOR: Fair enough. After all, he'll have enough power to level mountains just by thinking about it, what does he need a HAND for?
