I've been thinking about that myself. My thought would be that this would give the DO a blip on the radar to zoom in on and see what's going on in the "Last Hour" clause. IIRC, once you go Dark, DO can get at you easier. So: Last Hour clause enacted, DO spies on what's going on and sees if information has been given over to the Light and that way HE is able to counter it.
