As I read that scene, I got a really weird feeling.
Anyway, I also got the feeling that the whole thing was contrived and not very well explained or thought out. From my line of reasoning, it would seem much more likely for someone in Graendal's place to think; "al'Thor has found me. So, to throw him off the track, I'll send his emissary back to him w/o any Compulsion on him, (since that is exactly what he is expecting)."
In other words, by putting Compulsion on Ramshalan, it pretty much provided the proof that Rand needed.
Plus, having Delana do the weave was a real stretch, IMO. Especially since Graendal didn't do it because she knew Rand was going to BF the place and use the weave's disappearance as proof she was there. (She only thought of that at the last moment).
And another thing. Who taught Delana such a complicated weave of Compulsion that Nynaeve would compare it to Graendal's sophisticated form? We know that most AS that learned this weave used it as children to get their way with their parents before coming to the Tower. Once they are in the Tower, the weave is strictly prohibited from being used or taught. Plus, we have already seen Liandrin try to use Compulsion on Moggy, and Moggy showed her what the weave was really capable of. (So we know she didn't know how to make a really complicated Compulsion weave, and would use this as our bar for comparison.)
We know Graendal didn't teach Compulsion to Delana, and it is out of the question that saidin-wielding Aran'gar could have taught her.
One other thing. I checked back for the following quote from Brandon:
