Maybe the Seven-Striped Lass is run by Aes Sedai or the Kin or something. Melli could be Elayne herself or someone close to her, finding out stuff from Mat without him knowing about it. All that stuff about the inn having no rats, and him keeping his word, and then the part about Aes Sedai having a fondness for making men look like fools made me wonder.
