I disagree. I think there a examples where dexterity is stressed more.

Early in the series, in tSR, we see from Elayne's POV (or maybe it's Egwene's) where Moiraine walks in while they are questioning Amico and Joiya, Elayne remarks that Moiraine weaves/unweaves the shield's much faster than she could have, even though she isn't as strong.
Though the lesser dexterity may be due to inexperience rather than natural ability, the fact remains that Elayne remarks on the advantages of the experience (increased weaving speed/dexterity) that Moiraine has.
Some other examples are when the Kinswomen shield Nynaeve and Elayne, they can't break free, despite the woman holding them being much weaker. She claims shielding is almost a Talent with her. Her experience, dexterity, and natural talent, combine to overcome the strength disadvantage.
Another big example would be at the cleansing, Alivia is stronger than Cyndane, but doesn't best her. Though increased knowledge & experience are obviously a factor, I'd say so is increased dexterity.
I think there are other examples as well. I think the BWB mentions (and it may be other places as well) that although men are generally stronger, the women are the more dexterous weavers. The implication being it is about an even trade.
I don't mean to sound definitive on the subject, because I'm clearly not, just some things that came to mind right away.
