In third edition, dexterity boosts your ranged attack bonus, your armour class and your reflex saves, not to mention having a decent selection of skills, while strength is pretty much only useful if you're a melee fighter or want to carry junk around. In second edition, with that percentile dice nonsense, strength is a lot better than dexterity, especially if you're a warrior. Fourth edition depends mostly on your class.
