I don't understand you logic here at all. In this context a "sister" is another Aes Sedai. Aes Sedai are sisters, Amyrlin is the Mother and novices are children. Property don't have sisters, they're not related to anyone.
Aes Sedai probably couldn't channel to save their biological sisters, because they all understand the Oath to mean just Aes Sedai sisters, and are thus bound by their interpretation.
You almost answered it yourself. "Interpretation". How the AS views the word "sister" in this context is paramount. The AS normally view it to mean another sister, but the oath itself does not make this explicit. As such it seems to me that if a damane could be brainwashed enough that she considered all Seanchan her "sisters", then the oath would allow her to protect other seanchan.
As for biological sisters, I would actually say that some AS probably could. Again it depends on how they view the oath in their minds. If they view the word "sister" to mean AS only then they could not. But if they view the AS-order to be a sisterhood they might link the word "sister" in the oath to family, which means that their real family would likely share this protection.
It is the same idea that allows an AS to say something false if she merely believes it true. What the AS believes in her mind is paramount, and the Seanchan are quite proficient in breaking minds and remolding them into believing what they want.
