That the Ogier are constructs make it more rather than less likely they're the result of genetic engineering, mutation from radiation, or possibly both.
While I agree with much of what you say, especially the cyclical nature and that there is no true first age, I disagree here. There is no information in the series to imply that the ogier are constructs. The Nym are, yes. The information we have is that the ogier are from another planet. This is foreshadowed early in the series when one of the forsaken starts to tell Rand (I think it is Rand) that the stars are other worlds, and that they were visited during the 3rd age. It is pretty much confirmed in KoD.
