Because of his PoV in LoC, ch.31, which rather seems to indicate that he doesn't follow the Shadow. Maybe, though, he was at some time manipulated by a Forsaken, as you also suggest.


Like I said, I think any of these possibilities could be true.

I'll have to check that PoV though, since I don't remember it. If he isn't a DF, I still think the possibility that Ishy may have corrupted the Questioners somewhere along the way may still be very likely (along the lines of him messing with Hawkwing, the corrupted Seanchan KC, etc.) I don't think Ishy with his centuries of plotting and setting up the events of TG would have simply ignored the WC, given their influence throughout the south of the Westlands.
