...he was behind the Sea Folk, or the Aiel who stayed behind in the waste.

Most probably though, he'd have multiple alter-egos. He was definitely behind Asunawa and Masema, and probably also some of the chaos in Andor. He's been "pulling threads" all over the place.

I think the reveal is important not because of whom he masquerades as, but whom he has been controlling.
