One thing among many that really bothered me about Tuon

I may need to reread parts of KoD, but I was very annoyed at Tuon's unwillingness to help Mat get to Andor without having to fight the Seanchan army. Tuon's silly game cost thousands of Seanchan lives. What kind of leader stands by and lets her armies and subjects get destroyed without doing something?
All Tuon had to do was create a royal decree that gave Mat permission to cross into Andor. There was no need for any conflict at all. I find it reprehensible that she did not act to save her people.
Tuon is dangerously stubborn. She was unwilling to negotiate with Rand, she was unwilling to lend a finger to help Mat which help to the death of thousands of her army, and she is completely unable to see that her attacks on the White Tower are very reckless at the time right before the last battle.
Tuon's attitudes and beliefs need a serious re-evaluation. I fear that an a'dam may be one of the few things that will be able to change Tuon's position on channeling. What else will cause Tuon to change this late in the game? I think only something major and possibly traumatic is going to be powerful enough to break the ensconced beliefs of Tuon.
I don't see the comparison between Egwene and Tuon at this point in time. Both characters are strong leaders but Egwene's hallmark has always been flexibility and willingness to adapt into different situations. Egwene was able to learn from other cultures such as the Aiel and the Seafolk. I don't Tuon has really displayed these traits. Tuon has shown some positive signs of change with Beslan and with finally accepting that Trollocs really exist. However, Tuon still has a long way to go before she is fully capable of being the ruler that the pattern needs her to be for the Last Battle. Egwene, on the other hand, is fully ready now.
