Definitely. Rand has a whole round of apologies/amends to make to a lot of people (incl. perhaps grudging ones to Cadsuane, which Rand would have to admit was right about him, even though what's she's done to make him see it was unpleasant and arrogant, and nearly caused a disaster), and after his "epiphany" on DM, Rand will no doubt make a priority of "being Rand again" before TG. He has made peace with the fact he will likely die, and now he understands how much he cares about his feelings and ties to other, and I think Rand will very much want to spend time with his loved ones and friends while he still can (some of those will no doubt be astounded by his new priorities...).
Tam is near the top of the list of people Rand must reunite with/make amend to, right after going to his three women. Others could include Loial, Mat, Perrin. Nynaeve, but there's a whole lot of people dear to Rand he has treated like crap since LOC or so... Egwene.. well, I'm not sure even now Rand is quite ready to admit Egwene has done nothing wrong, no more than Egwene would admit Rand does what he must (and beside, Egwene has a genuine reason to be murderously angry at Rand, she just doesn't know it yet and won't for a while unless Logain comes to her: Rand offered her to go to Taim to bond men, despite Logain's convictions that Taim is a DF. Horrific things might happen to Egwene's envoys as a result of Rand's error of judgement.. though I think either Logain or Verin has taken care of that).
I think the one thing that will delay Rand from a reunion with Tam is that he will feel way too ashamed of what he's done to face Tam so early and will dither (and this might delay his reunion with Min as a result). I don't think Rand will return to Tear immediately (I get the feeling it's Tam who will come to Rand, as Nynaeve goes to "the big event which launches TG" and which we know will end TOM and reunite all the main cast.
It's hard to predict what Rand will do, but among the possibilities is the fact he goes to Aviendha in Rhuidean, or to Elayne in Caemlyn (where Aviendha will join him). My gut feeling is that he might go to fetch Min in Tear (where he will have an earful from her for his disappearance) once Aviendha has returned from Rhuidean and is with Elayne, and Rand is ready to marry the three of them. I think the Shadow (or Egwene and Logain) will crash Rand's (secret) wedding in Caemlyn at the end of ToM by launching the LB (the Shadow will attack Caemlyn, or Egwene/Logain will have joined to attack the BT. Either event will mark the start of TG).
is anyone else bothered by how much Perrin, Mat, and Rand don't really consider each other friends anymore?
I'm not really suprised/bothered, given what they went through. Mat drove Rand away as earlty as TGH, and Rand was looking for excuses to be driven away (though he was hurt when his friends took the initiative to distance themselves, like Egwene and Mat did). Perrin tried to act as if nothing was changed, but his way to do this was to become even more "serious"/business like in his relationship with Rand, making Rand understand he was accepting his responsabilities and Rand could count on that.. but even Perrin seemingly couldn't pretend so well nothing had changed on a personal basis, and Rand was at best not constant he how he acted toward Perrin.. "just like old times" one minute, and cold and calculting the next. Then, Perrin married Faile, and started mistrusting Rand might do to her, and this was pretty much the last of their friendship as such.
I haven't given up hope that Rand will seek Perrin and Mat in turn in TOM, as part of a circuit of meetings with people he cares for. I wouldn't be too surprised toward the end, Rand goes to one than the other, and suddenly wants to spend "quality time" with each of them, perhaps even insist the three of them must get together, because TG is about to start and this may be their last opportunity to spend an evening together, like in the old days. If such a thing happen, I'm guessing it would be extremely ackward at first, with Perrin and Mat believing this time this is it and Rand has completely lost it.... at least until they figure out he's in better mental/moral shape than ever after what happened on DM.
Well.. maybe that won't happen quite this way, but I certainly expect Rand to face some of the consequences of what he went through since LOC or so. He will want to spend "good times" with people he loves, but sadly he will have to face the fact he's massively undermined almost all his relationships through the series. Rand probably knows this all too well, and the relationshp that suffered the least (because they barely had time together) is the one he shares with Elayne, which makes me think she may be the first one he goes to, and the one he opens his heart to about his fears he's antagonized and lost everyone else, and how to gain them back before TG.
