Whether this is true, or whether it really was DO who gave Rand permission is something that we won't know for sure until the next or final book.
^The book doesn't reveal it for sure, but Brandon has pointed back people who asked those questions to Semirhage's comment about betrayal by the Great Lord.
It's pretty much a given that the DO made the TP (that is, himself, since the True Power is Shai'tan. LTT told Rand, and Brandon confirmed it in Q&A) available to Rand.
You also have to know how to access the TP (a cold, inhuman version of the Oneness that I guess we could call "the void" and it's safer to assume Shai'tan let Rand use the TP but instinctive knowledge of how to tap it came from his mental to Moridin (they have shared thoughts/experiences before.. Moridin experiencing Rand's ghost limb feelings, or LTT commenting on what Moridin was watching during a Forsaken meeting). Otherwise it would mean Moridin could theorically access the CK while Rand is using it and similar far-fetched occurences..
