And all of them seem to know exactly what a seal looks like. Rand, has had several seals to compare between. One would guess that his high intelligence combined with his experience would qualify him as a expert on the subject.
I can't imagine, due to the fact that Cuendillar is so rare, that there are many counterfeiters of the material roaming about. Fewer who might be willing/able to make a copy of the seal.
The likelihood that this is a fake seal seems slim to me.
I think that the Shadow willingly sacrificed this pawn in order to get Taim in. it was a worthy trade, since the seal seemed to be generally worthless to hold onto for the shadow. After all, they are breaking on their own.
This was of course before Rand had started holding his discussions with Fel and was told that he might need to clear away the remnants of the old seal. This was the point I believe that the Shadow once again became interested in the location of the seals. (But it has been a while since I read that part of the story)

If the shadow was in possession of a seal, they too would know exactly what it looks like. That’s how they could counterfeit the seal.
A counterfeit would only need to be made of cuendillar if the real seal was still exhibiting the properties of cuendillar—indestructibility. The real seals are degenerating into an extremely weak and brittle substance. Therefore, the counterfeit only needs to appear to look like the real seal, and it only needs to feel like the real weak seal.
If the seal looked and felt as expected, why would Rand test it? As I said previously, there is nothing to show that Rand knew how to test the seal, and even if he did, that he did test the seal.
Moreover, I think it is an error to marry the timing of Fel’s understanding with the shadow’s. Rather, consider that as soon as Fel came to understand that the seals needed to be destroyed in order for Rand to win, he was killed. This indicates that the shadow previously knew that this was very important and took drastic measures to prevent Rand’s side from learning it.
