the DO only allows the TP to be used by his most trusted servants. Moridin, Sammael i believe at times. Why? It's such a powerful tool and it can't be sensed by either male or female channellers. rather than it being a privilege to wield (which it is) maybe it's more about the fact that the DO trusts the wielder not to abuse it. you can't channel in the DO's presence, perhaps though you could surprise him with a TP attack.
TP used to be available to all the forsaken during the AoL, but now it is only available to Moridin. This happened after Moridin became Nae'blis.
EDIT: to clarify, all high-ranking forsaken. No TP for newbies.
Demandred flinched in spite of himself. That had been the True Power, he had felt nothing. A black speck floated across Moridins blu eyes, then another, in a steady stream. The man must have been using the True Power exclusively since he last saw him to gain so many Saa so quickly. He himself had never touched the True Power except at need. Great need. Of course, only Moridin had that privilege now, since his anointing. The man truly was insane to use it so freely. It was a drug more addictive than saidin, more deadly than poison.
I don't think we know why only Moridin can use it now. I seem to remember it being wondered why Moghedien did not use the TP to escape the a'dam like Rand did with Semirhage. Despite the dangers, using TP quickly, just once, would have to have been worth it. And if the DO did not allow it, then blaming Moghedien for not escaping is pretty stupid when giving her TP would have made it possible.
this would coincide with rand swapping bodies with moridin. he gets the TP and blasts the DO in that place where you can't channel. turn back on the DO his own weapon this means no saidin/saidar corruption
Rand does not really need to take over Moridin it seems. He can just draw power through Moridin. One possibility is that Moridin will captured and held prisoner but alive, and then Rand uses him as a sort of living TP!angreal. The DO might think that Moridin is escaping or something and give him that power, and not realise his error until its too late.
