They were governors of some such in the AOL itself, or perhaps this was only the system to lead the world that was introduced under LTT during the War of Shadow, after he was named to lead the forces of the Light. We don't know which, but they were governors of the various areas of the world.
They're not objects, they are people. Rod of Dominion was a title.
And I think I read that Jordan said the 9 Rods were not like the Oath Rods that they would make the Oath Rods seem humble
