What does this mean exactly? Why would the care about Lanfear most? This is the forsaken that actively worked against him, was reborn with a name "last chance", and is a mindtrapped slave of Moridins. A mindtrap that the DO himself has to create.
If anything, I think the DO is rather displeased with Lanfear and her schemes. Through her schemes, she interfered with Ishamael's plans (basically the DO's plans), toppled several other Forsaken, suckered Asmo into teaching Rand, all to turn Rand to serve her. Not the DO, but her. The only reason she got transmigrated into Cyndane is because the DO still has some use for her, otherwise she would have stayed dead.
As for Semirhage, she got captured and Moridin who is mindlessly loyal to the DO refused to help rescue her. If the DO cared about her at all, he would certainly have ordered Moridin to get her out. Instead it seems that the DO could care less and was quite happy in letting her suffer and be broken. Heck, at the end she got killed with the DO's own power. Though this may not count if Rand managed to get TP without permission via Moridin.
Semi if anything I think was being used by the DO. The plan here is to sink Rand into despair to the point where he does something drastic to the DO's benefit. Doesn't matter that he balefired her with the TP, because the objective was achieved: nearly killing Min set him off the deep end. Later balefiring Graendal and her entire palace did some fairly significant destruction to the Pattern, which is good for the DO. A similar occurance at the Tarasin Palace would have been equally pleasing to him, and having Rand turn the CK on all of creation would have been a significant victory for the DO, likely even THE victory.
I don't think the DO really cares about any of the forsaken on a personal level. They are just tools. But if he does care at all about anyone, then its about Moridin who shares his views and is personally loyal rather than just in it for the rewards.
I don't think he even cares about Moridin, though Moridin probably knows this, and doesn't mind. But yes, the Forsaken are nothing but tools to him. That's why I doubt he cared about Semi getting balefired, she did what she was supposed to do. She plunged Seanchan into chaos, then plunged Rand into despair. Now the DO doesn't need her any more, and doesn't matter that she got balefired becuase the DO is planning to destroy everything anyway.
