Cadsuane is however Aes Sedai, which makes Egwene her leader, so she is subject to Egwene's rule, whether she thinks of herself that way or not.
Caddy doesn't care. Didn't she (gasp!) insult an Amyrlin once? Egwenen won't impress her any more than Nynaeve, who was deemed "salvageable".
I don't see Cadsuane's role with Rand, she usurped Moraine's role while Moraine was gone. Moraine is on her way back. Rand has lost faith in Cadsuane, I believe Caddy will be unbanished, but regaining Rand's trust isn't that easy. You may argue that there was nothing she could have done to prevent the events, but none of the characters really know this, and I'm not sure it would matter anyway.
I wouldn't dream of arguing
Rand will need both of the women. Caddy also still has something to teach to the Asha'man, hasn't she?
There is no time for Moiraine to dig herself into her old groove. The world is about to end! Who's to say that Rand can only have one intelligent, capable woman to give advice?
Finally, Egwene just unified the tower, do you really think she is going to not adress the third group of Aes Sedai that stood apart from the conflict?
Indeed Egwene has nothing better to do with her time than to spread guilt.
