What about the same way you think he taught her rare weaves of saidar? It sort of defies logic that even the DO (or his simili-avatar) can't teach a channeller how to use the TP.
I seriously doubt the DO knows much about the OP, that is I doubt he can see weaves, threads etc. He probably faces the same problem toward the OP that anyone within Creation faces with the TP being used. Balefire isn't unique to the OP, Moridin wove it with the TP at SL.
I don't believe Shaidar Haran faces the limitations regarding the TP that human face. I think he (and Shai'tan) can see others weaving it. One more possible reason to prefer to have an untrustworthy pawn like Elza use the TP instead of saidar: this way SH could be sure what she was doing.
The use of the TP has become a status symbol associated with the rank of Nae'blis. If he's cut off its use from the Forsaken, it unlikely he'd extend it to Elza.
I disagree on this. Even more than a mark of status, it's a mark the rest of the Chosen have been demoted from the DO's top agents to the underlings of Moridin, and it's not really to elevate Moridin but to bring down the others a notch, the others who had the dubious honor to be able to use the TP previously. Now they can't have the GL's big bad power (and even though they're pissd off at Moridin's elevation they must all secretely sigh with relief... with permission to use the TP comes the possibility you'll be ordered to use it, and none of them wants to have to).
Personally, I believe the DO is allergic to the notion of letting anyone use the TP for their own sake. The DO wants the TP to be used to serve his ends, and his ends alone. He's not the Creator to let people do what they wish with his Power. The Chosen beside Moridin are a bunch of greedy, dishonest self-serving bastards, as the DO, the king of the greedy, dishonest bastards well knows. They serve him strictly for the rewards.
One could argue that he dishes it out to suit his own needs and to attain his goals i.e. obtaining the Domination Band.
Precisely. The DO is an opportunist. I can't see that he would frown on forcing a lowly pawn to use the True Power to achieve a specific goal.
However, if Moridin gave the TP to all the Forsaken his advantage over the Light would be huge, and he still doesn't.
What makes you think this decision is in any way up to Moridin?
As for the advantage... it's not as great as you think. Remember what happened the two times (we know of) that the OP and TP interacted (the sealing, SL with Moridin and Rand). As Jordan pointed out, the DO forbids the use of the OP anywhere near the Pit because the OP/TP interactions are totally unpredictable. It sounds like the advantages of using the TP are pretty much nullified against channellers of the OP, because it's way too dangerous when the weaves touch one another, as Moridin learned to his grief.
