It seemed strange to me that in CoT the Sea Folk Wavemistresses and Windfinders, namely Zaida, barged into Elayne's room during her bath, after shoving Birgitte into the room and then insulting her boots. And ALL the other rude behavior they exhibited. The Sea Folk seem to me a more reserved race, and they put a lot of weight on proprieties.
On THEIR proprieties. They, like everyone else in WoT, don't give a damn about others' customs. Considering that appropriate friendly diplomatic behavior for the Sea Folk involves the dignitaries bathing together and that their version of "work clothes" is pants-and-only-pants, busting in on her in the bathtub is no big deal for them. Plus, half the Sea Folk PoV characters in the books are lesbian, so for all we know they were trying to cop a feel (IIRC Zaida is unmarried with very short hair).

I know the Sea Folk were after a bargain when they barged into Elayne's room, and they felt a bit put-upon with all the gateways and trying to get their Aes Sedai teachers, but I thought it was a very strange way to portray these high-raking women.
They had an inferior bargaining position and were trying to make Elayne feel harried and off-balance in the unfulfilled hope that it would get them their land for cheap. It didn't work, but it was probably worth a shot.
