If a woman started channeling suddenly she would be immediately collared. No way a marath'damane channels in mainland Seanchan without being noticed. Look at how quickly they swarmed over the wondergirls in Falme and Joline in Ebou Dar! It would take months for a girl to die of the disease and likely she would channel a number of times in the mean time.
Sure the "formal" test is once a year, but you know the system takes into account women who channel in the mean time.
You are probably right for the most part.
I will say however, that this could happen in some remote village which did not have a damane/sul'dam pair in it. We know from Nynaeve&Rand that sparkers and those around them might not even realise that channeling is going on. Without another channeler to detect it, a sparker could go undetected until death. In theory anyway.
