If the "breaking" Rand is supposed to bring to the world lives up to hype of the early books, there will be more than enough people in need of it to preclude the necessity of something new being created with it. Your knee-jerk assumption that the best/only possible use for such things is on other projects of a similarly gratuitous and Aes Sedai-aggrandizing nature is worthy of the sisters themselves.
If the next breaking lives up to billing then there is going to be a whole lot of destroyed cities, towns villages to supply building material.
Do you really think fortifying Malkier would be gratuitous? Unless the story unfolds in very unpredicted way, the north and particularly Malkier are in rather good tactical position to hold and operate from.
Having places where knowledge is kept and exchanged will be very necessary if post TG is indeed the next breaking.
