Most of the responses to this have been "The Finn can't do that!" but nobody has quotes from RJ or BS to back it up, and every other theory here sounds completely un-WoT.
Strength in the power being limited by the size of your body doesn't sound like anything we're ever heard before. We've heard more to support the opposite, in fact.
Cyndane being shielded by (The DO/Moridin/TP/SH power etc.) has been debunked by Brandon and Maria.

So far we have seen nothing to suggest this theory. I still maintain that the Finns could have done it because she is Shadowsouled. The Finns are very mysterious, but I don't think they take anything associated with the dark one lightly.
Does anyone else think that changing someone's strength in the power is not that much different from, say, filling someone's mind with thousand year old memories, and giving him a ter'angreal that Elayne has no idea how it could have even been made?
Doesn't seem so far fetched that they got their hands on an angry Forsaken, imprisoned her, and Ransomed her out of Finnland, the cost being her own strength in the power, one of her most precious attributes? They couldn't very well make her give up her love of LTT or her beauty (although Moridin took care of that).
I'm just saying, I'm not ruling out the Finn as a possibility.

The basic idea is that a specific soul needs at least a specific capable body to access all of its OP potential. It's e.g. possible that a body like Aran'gar's would be the minimum for Balthamel to access all of his potential. Or Aran'gar's body might even be better than what Balthamel would at least need.
Contrary to that, Lanfear needs in order to access all of her top strength (apparently the strongest a woman can be) a body, which is somewhat bigger than Cyndane's. Of course, that such a power drop happens anyway because of a transmigration must be a very seldom exception, otherwise all Forsaken would know about it.
However, this mystery is certainly something that will be revealed soon!
