With Elaida being disposed what will all the building materials that were for the Amyrlin's Tower be used for? The only things I can come up with are: repairs to the White Tower(practical but still leaves a lot of materials), send it up to Lan to help fortify and rebuild Malkier, give it to the Asha'man in an act of goodwill so they can build their own tower, continue to build the tower but make it into a more useful building (library or U.N. assembly or academy), really big statue of She who is power -Egwene-.

If the "breaking" Rand is supposed to bring to the world lives up to hype of the early books, there will be more than enough people in need of it to preclude the necessity of something new being created with it. Your knee-jerk assumption that the best/only possible use for such things is on other projects of a similarly gratuitous and Aes Sedai-aggrandizing nature is worthy of the sisters themselves.
