After TG, there's not enough Ogier to sustain the race that, the reader will understand from the ending, will almost certainly disappear in the next millenia, becoming legend etc. As it is, the Ogier race is in decline since the Breaking, with fewer youths in each generation. It wouldn't take that many leaving for the rest of the race to be doomed to slow extinction in the long run.
The Ogeir have declined in the West, but so have the races of men. We have no indication that they have declined in Seanchan where there are far more steddings and the longing never developed. Moreover the large Ogier population in Seanchan is unlikely to be effected by the last battle, and it's extremely unlikely any of the warlords in Seanchan will be foolish enough to attack an Ogier stedding.
When the Wolf King carries the hammer, thus are the final days known. When the fox marries the raven, and the trumpets of battle are blown.
