Yes, especially since IMHO, saidin operates differently and requires more energy to accomplish the same things that saidar can accomplish with less power.

If you could throw one blast that equaled 100 tons of force but be exhausted, and someone else can throw three 33.33 ton blasts before being exhausted, you're actually equal because you can do the same thing, though you may need to use different measures to determine who is more effective in certain situations.
