I would think that slicing the flows would require you to be faster than the effect (i.e. the balefire stream) could be generated.
Rand, after all, was weaving balefire once, and then changed his mind, allowing certain flows to dissipate with enough time to change his mind, implying that the flows can still be acted on before the weave does its' work. Otherwise he'd have to discharge it before he could do anything else.

maybe pure luck would enable it, but short of what you describe above I don't think it's possible for another Channeler to react that quickly. And once the weave is complete it seems that the BF would just destroy another weave... unless it was also BF... and we all know how that turned out!
