The world has even more rulers than it needs: Elayne, Egwene, Perrin, Tuon etc.
What the world needed is for Rand to find the true leader in himself. He's not there to give peasants fiscal justice over lords, get rid of torture, end civil wars or change the thinking of the White Tower, nor even to give their place back in the world to male channellers.
In part, many things Rand was desperate to accomplish (like clearing out the chaos in Arad Doman) is impossible, because the source of it all is Shai'tan, and as long as Shai'tan isn't stopped nothing very solid can be built, no Seanchan Empire, no Black Tower, no better Tear or Cairhien. Famine can't be rid of more than on a very temporary basis etc.
That's not to say Rand shouldn't have cared, but he cared the wrong way. Caring about what will be left of the world beyond the battle, preparing for that and trying to save as much as can be saved, while also doing the necessary sacrifice, has always been more the task of characters like Perrin, Egwene, Elayne, Tuon etc.
Rand is there to be an inspirational leader, who turns the world toward TG and needs to make everyone understand it's all their fight. And that he won't accomplish by maming laws and rules and forcing people to follow them, and his cause, against their will. He tried to control the world as he fights saidin. Part of that was needed to keep the Shadow at bay, but some balance is needed - the world also has to be lead to the Last Battle the way saidar is controlled. Rand had to surrender himself to his humanity before he could become humanity's champion and inspirational figure. A shepherd-king sort of leader, not a tyrant.
That's the sort of man Rand has started to become on Dragonmount. Now he has to make up for lost time.
Min's not gonna turn into the leader overnight. None of her character development points to that. Min's main role seems to be more and more as the voice of non-channellers near Rand. The Last Battle isn't about how much of the OP you can handle and what you can do with it. It's a lot about understanding the battle, the stakes, where this all comes from etc. It's Min's common sense (not always there) and her theories derived from her readings about the past and the world, which are at last being listened to by the likes of Cadsuane and Rand, that will turn out to be important, that and her relationship to Rand, the love and support she gave him, and that now he'll be able to return and enjoy in earnest, not plagued by his pain and fear of losing her every time he sees her, because now he's accepted death and loss are part of it all, and the joys of living balance them out.
