Unlike some of the more powerful Forsaken, her survival and success seems entirely reliant on her ability to apply her skills and Talents at the right moments to destroy an opponent, so I actually see her as much more capable than Ishamael/Moridin, Lanfear, Demandred, Rahvin and others. Mainly because she could not afforded to be blinded by arrogance, and had to be very realistic in terms of where and when she had a chance to win.
For example, when she pulled Birgitte out of Tel'Aran'Rhiod, what did we see a mere few minutes ago? She had been spying on the Forsaken Tea Party without any of them even knowing, and in such a manner that if she had been a different type of person, would have given her the ability to track down one of them and destroy them. I think a good indication of how dangerous she was was the fact that despite her weakness, she was one of the first opponents that aimed to strike at Rand and came the closest. Compared to some of the stronger Forsaken, who were killed in very brief scenes due to their pride, she ended up lasting the longest as a threat because of how she worked. I tend to think that too much access to power in this series is a bad thing, because it blinds the owner into over-estimating themselves. The most obvious things get overlooked because of hubris.
Maybe it's because we know she was an investment banker, but she strikes me as the type who is so good at what she does, that she hedges any threat to her by limiting her involvement while maximizing her return. Basically, she wants to minimize effort, maximize gain and ensure continual profits which isn't the same thing as having a lack of any particular skill. I think this is why none of the surviving Forsaken discount her out of hand - she got to where she was by eliminating people who dismissed her as weak; many of the Chosen at this point in the game are supremely good at self preservation, and they are now only being culled because most of them over-invested in one particular strategy and were shocked when they were hunted down by LTT Reborn. In many ways I count some of the males as weaker than her in real life terms, because some of them, Balthamel, Asmodean and Aginor, for example, just don't seem to have good records for survivability in this Age. Bel'al was eliminated so quickly, he didn't even make much of an impression in the grand scheme of things.

Moghedien has been a failure in the current Age. I agree that she's an expert covert agent and tracker, but all of her efforts have been fruitless. While it's true that Lanfear and other very powerful channelers have been overwhelmed by lesser people, the same is undoubtedly true of Moghedien i.e. Nynaeve, Birgitte. She's been captured more than any other Forsaken in the current Age, and has spent a large part of the series as a prisoner or a slave. She's turned out to be a large disappointment. While the powerful enemies have also lost, Sammael as a bull in a china shop was actually the most successful of the thirteen... as was Lanfear.
