In fact I think both were written at the same time and there was some amount of corporation between them. The book of course has more details and it does do a better job explaining why the part with the monkeys and the moon was so important. If you take the monkey and moon part out it is just a movie about. I do think the movie did an overall poor job of explaining the monoliths and what they were doing.
Kubrick went to Clarke looking for a Sci-Fi story and Clarke suggested expanding on a short story he had written. They come up with the idea of first writing a book together and then adapting the book into a film (The book would be by Clarke & Kubrick and the film by Kubrick & Clarke). However this was then dropped and the two were developed concurrently.
Apparently one of the earlier drafts of the film was much closer to the book (in terms of both events and how it explained things) but then Kubrick started to make changes, partially for cinematic purposes and partly because he wanted a more open ended story. As such while the book is certainly a very valid interpretation of the film it isn't necessarily definitive.
