I mean, I'm not saying there are tons of people completely fluent in multiple languages. But I would think that particularly in such a central country as Germany, a good handful of that age group would at least have a basic "gist" of the surrounding languages. Compared to the US, at least.
I'm not saying it's the norm, but I certainly don't find it surprising in the slightest that a German can speak English and French as well. That's just the impression I've had, though, feel free to correct me if I'm wrong

And you'd be surprised how many people here suck at just learning one foreign language
The English spy apparently had a poor German accent in the movie, which caused him some trouble. Did you pick up on this, or was his German fine?
His German was great, I was actually checking the actor's background later because he impressed me so much, but you could hear a tiny little bit that he sounded British. Which probably would be enough in such situations to get you killed.
