Yes, it was like when the ex-Jaeger pilot (Raleigh Becke, as google reminds me) was working on the wall and was working for his meals - a really strong echo to depression era USA that was left at that.
It would have been very interesting to see it develop (to me, since I'm deeply sad that way), as a deeper commentary on how the world had developed since the Kaiju attacks had wiped out the US's Western seaboard.
