I'd guess that it was. Downey Jr. has recently been caught thinking loudly about how often you can play one character without getting bored or too busy to do other stuff. I wouldn't be surprised if IM was sacrificed in A2's first act to show the villain means serious business, even though I hope they won't go that way, because it's just too cool a character.
