I was also pretty bewildered at the notion that this movie was defending the importance of national secret services and frankly, I have no idea who this argument was aimed at. Aside from the most idealistic pacifists - ideological outliers - I've never heard this idea proposed. Was this just trying to please people in an echo chamber?
At the very least, it's about 20 years out of date. It feels like the sort of thing people might have said in fits of delusional optimism following the fall of the Berlin Wall. Now though, you're right, especially since 9-11.
