Sending them in a group is obvious and gets them all picked off or killed by the other guys in the building. The solo runners were just trying to divert and wear down the sniper until they could all rush the building. What is more improbable is that every shot the sniper fired hit, so having them dart between cover is a more sensible strategy than having a group charge the building together, where they will not be able use cover, but if they try spreading out, will make them easy prey for the grouped defenders.
As for the other points about going back to muskets, no one knows HOW to make guns and more importantly, bullets, without electricity. Even if such techniques are possible, they have been forgotten, because everyone has been using electricity for a hundred years. So they go back to simpler weapons that are easier to figure out from scratch, like muskets, which can use black powder and simple metal balls that can be made by any idiot with metal, a hot enough fire and a bullet die (as an example, the film "The Patriot" shows Mel Gibson doing this at various times in the movie, melting down his late son's toy soldiers for the lead). Making a cartridge to the precise specifications with the more advanced chemical compounds used as a propellant in more modern firearms is a whole other order of business.
