Shield aren't supposed to be about fighting conventional wars - they are about spying and fast reaction and flexibility.... all of which having a mobile, stealth headquarters fits with perfectly. How useful it would be in an actual war isn't relevant, though you are off with your comments there anyway as of course having the ability to put up a fighter screen to defend your ship is very obviously useful - see Battlestar Galactica etc.
