I think the creators are aware of Cannoli's point, though. I am not spoiling anything when I say there is this scene of Hawk and the Widow shooting whatever they manage with their rather regular weapons during the showdown with a slight hint of frustration, while the big boys take out a whole other type of opponents. They're both just SHIELD agents who got caught up in this story and then become team members by surviving the mess (or do they?).
So even without having seen the film you explained it just fine. You'll see.

All of that sounds about what I expected from the film and sounds exactly like the theories I've put forth before about his involvement with the team.
