Superiority is not evidence of plagiarism (and arguably more evident of the opposite)

I don't know about the BR issue, having never read it myself (and for the same reason I didn't read tHG until a couple months ago, despite hearing a lot about it - the gladiator tournament in a dystopia is not a very interesting topic to me), but if it is superior to Collins' work, I don't see how that proves she ripped it off. If the later work was superior, one might argue that she's building on a better work, but to criticize her when there is no proof of exposure to such a relatively obscure work (also, BTW, among the more pedestrian-read of us, tHG has been the best thing that could have happened to BR, since I never have heard of the latter except in the context of discussions of the former) is kind of absurd.
Not being as able to tell a comparable story as well is not an insult to a similar work.

What issues exactly did Hunger Games not address that it should have?

I did not necessarily take the strict dichotomy of poor = good and rich = bad from the film...

That premise is the equivalent of public domain - it's so unoriginal you can't call plagiarism

In this case, the suggestion is justified (at least with the books)

Is it really fair to compare the two books of BR to the first book of THG alone?

There's only one BATTLE ROYALE novel.
