I'm trying to remember the name of a movie, but the only thing I can remember about it is as follows:
Some people (teenagers, iirc) break into some sort of facility to steal some radioactive material...
They use a frisbee to set off the motion detectors in the hallways
It is storming at the time.
I know, not much to go on, but if you remember this from a movie, I would appreciate it. It is driving me crazy...

It was about a kid whose mother was married to, or dating John Lithgow, IIRC, and he decided to build a nuclear bomb for his science project and used Lithgow's access as an employee of the facility to break in. There was also a remote-control car involved in the plot, and I remember his line to the love interest that he learned to pick locks from the CIA - "childhood improvement association" which I believed might be a real program or school or something for about a week until my efforts at attempting to locate and enroll failed, and I asked my mother about it, and she explained the joke to me. I was not amused. I REALLY wanted to learn the skill set that I presumed was responsible for the kid being able to break into a nuclear facility and construct a nuclear weapon. I may have been a very troublesome child to raise in hindsight.
