Of course no Fox exec was going to stand up to George Lucas. He used that as a framing tool, as an example showing how he wanted to rework certain plot elements.
And the issue isn't "Oh if Episode 4 had this issue and was still good, therefore Episode 1 can do this and still be good." Saying "The original trilogy had poor characterization, therefore the prequels can have poor characterization" isn't an argument.
As for the stuff about Padme, I think his main point there was that the movie could have used more banter- "playfulness" is what he used, I think.
Which of his ideas do you disagree with? I liked his point about Darth Maul, that he would have made for a very effective villain instead of just a one-off lightsaber battle.
I also like his idea about having increasing focus on Obi-Wan, at least for the first movie. Sure, the prequels are billed as "Anakin's rise and fall," but can you honestly say that little 9 year old made a good main character? Much better to have the kid farther in the background, and have the character of Anakin be focused on more in the next two movies.
