The show has tried several times in it's 50-year history to be serious and adult, with mixed results. The best attempt at this was in the early Tom Baker period, when they had hard-hitting moral stories about responsibility and genocide (GENESIS OF THE DALEKS is an excellent example). During the Peter Davison and Colin Baker eras being 'serious' mostly failed miserably (THE CAVES OF ANDROZANI being a brilliant exception), but with more success in the Sylvester McCoy period (REMEMBRANCE OF THE DALEKS and THE CURSE OF FENRIC, most notably).
The problem is that whenever WHO started taking itself seriously, the kids would get bored and turn off and the ratings would drop, so they'd have to resort to the silly/serious mix the show is better known for.

It didn't, but that's why *I* can't really get into it. I didn't like SG-1 either, tho it tried.
