Dinosaur Train, Sesame Street, Bob the Builder, Sid the Science Kid, and Thomas the Train kick ass. My boy also liked Wonder Pets and Jack's Big Music Show.
Right now my son (age 5) is watching Electric company and beat-boxing phonics on a frequent basis.
Don't read too much into the show. The kid is TWO and isn't counting the freakin balloons anyway. You shouldn't be either. Just look at the preeeeetty colors.
Also: little kids shouldn't be watching too much tv. No more than an hour per day at that age. Try playdough, fingerpaint with pudding and/or whipped cream with food coloring, a strip of contact paper taped to the floor (sticky side up) then run on with bare feet, Cause-and-effect toys. Repeat.
