In the Netherlands the NRC newspaper gave it one star

1 star out of 5. And they don't do "no stars".
In my translation of some of the pieces:
"Brad Pitt figures prominently io the posters and in the trailer, but his part is only modest. Of all actors he's by far the weakest; he speaks with cotton in his mouth and a thick hillbilly accent, continuously suggesting that he doesn't know why either."
(About the movie doing better in Germany than anywhere else)
"... if Jews can behave just as cruel and bloodthirsty as nazis, even if only for the duration of a rather nonsensical movie, it will make the German feelings of guilt just that much easier to bear. That's convenient, even if it costs a few scalps."
"At a certain moment Quentin Tarantino must have started thinking of himself as a great writer. Otherwise the sheer endless stew of words in Inglourious Basterds can not be explained, over 2,5 hours of verbal incontinence, so pestering the spectator that the temptation is huge to just call to the screen: shut you pie-hole for five minutes! The actors on screen won't hear it, because they're too busy yapping through it."
Oh, and somewhere I heared someone quote from a British journalist: "Tarantino is just like cheap red wine. He doesn't age very well."
(This something you had in mind?)
