Whether the Rber acts at night or covers the whole day depends on the mod. Normally the question doesn't come up much, because there aren't a lot of day actions and the RB htting them might not come up. I know Kronin as mod has the RB as night only, because I asked last game about blocking Hobo's double vote, but tohers go other ways, there is no standard, and introducing an outright day-blocker is sort of a giveaway. It depends on Gher's take on RB, and I don't remember him ever mentioning it. But I could see a RB effecting a daytime vote-effector or other daytime role... however, I think this is a reference to FT, we'll know tomorrow if unmoving drones equals dead bodies.
