That makes an aweful lot of no-kill-necessary-s. It would certainly explain why the game stalls, but...
But this really is almost impossible: the game was started with 11 players, with allegedly 5 no-voters. VNTL was 6, so the only way to Lynch in that round was for the voters to ALL agree on ONE person (by necessity one of the no-voters), and that is hardly something that happens in the beginning of the game. Certainly since many wait for other to vote first. Certainly not on a person who doesn't vote. And certainly not if almost half of the players don't vote.
As soon as the balance is better for voters (a no-voter is killed), it may become easier, but in the first few rounds we will have trouble Lynching anyone, unless the NKs are targeted purely on the no-voters. (If the NK capable group would even have figured it out then, and would know who they are.) This seems designed to stall the game.
I don't believe any mod would design a game that basically stalls for the first few rounds. Expecially Isaac, who's keen on having stuff happen (hence the Events here, Lunch in the Borderlands game). So: one of these people seems to be lying.
