Sheev Palpatine got my vote today, even though he cannot possibly win because:
He is not an actual person.
He is not an American. (On account of being born in a galaxy far away)
He is not yet 35 years of age. (On account of being born a long time ago)
Wait... that's not true. He's too old, not too young. Except by the letter of the law, you can't be too old. But he's kinda dead. Except he's been dead before.
When I was a kid, I knew his name was Palpatine, even though it was never spoken in the movies (nor, so far as I know, where there any TV shows or cartoons promulgating the name). When Episode 1 came out, I did not need to recognize Ian McDiarmid without his makeup to know this so-helpful Senator was the Emperor-to-be. When the novel "Darth Plageius" was published, they worked around the issue of his actual name, never calling him anything other than Palpatine. But at some point it was decided that his first name was Sheev, and now it's all over the internet, despite, again, never being used on-screen so far as I am aware.
No clue.
If they are being contested in a recount, that might be used as grounds to dismiss the whole ballot on the grounds of frivolity, but if the rest of the ballot is cast for actual candidates, I'd think most people would get the intention was to cast scorn on the available candidates for whom Palpatine would be a preferable alternative. And if the whole ballot is fictional candidates, no one is going to care enough to throw it out.
Worst case scenario, if it is spoiled, it will come to someone's attention and your point will be made, FWIW.
