Still, it's right there in an area that could flood. Just because it hadn't flooded to this degree in many years doesn't mean it wasn't foreseeable that it could and indeed inevitably would. They were just gambling it wouldn't happen when they owned the house. Just because you can build in a specific place doesn't mean you should.
