States have the right to apportion their electors in a variety of ways, which is how the National Popular Vote Interstate Compact is working (states individually pass laws saying "We will award all our EC votes to whoever wins the popular vote, once enough states sign on to this compact to make it the majority of EC votes".
There are, admittedly, a lot of questions about the constitutionality of the compact. And if it's a compact (which it probably is), it will require Congressional approval. So.
It's still in the realm of possibility, though.
