Actually I rather think a significant part of America's political problems are due to its absurd election calendar - between the bi-annual Congressional elections and the absurdly long duration of the presidential election process, some sort of election campaign is ongoing for about 30 to 50 percent of each four year cycle depending how you count, which is utterly nuts. Is it any wonder then that politicians are too busy fundraising and campaigning to bother actually governing?
But as for your point about how it wouldn't help - certainly it wouldn't work to force him out if he doesn't want to. The suggestion is for him to voluntarily decline to run - in which case, yes, of course the Biden campaign would get as many resources to the other candidate as they could, or use their own resources in the other candidate's favour. And given the extremely high numbers of Americans, even on the Democratic side, who think Biden is too old / too much mentally weakened to run again, why wouldn't they prefer another candidate? Though not, of course, any other candidate, some would be more viable than others.
From a foreigner's perspective, one is tempted to say Americans would get what they deserve, except it's not only the US he'd be fucking up for four years, but also the rest of the world.
