But at this point, without Federal technological privacy legislation that has enforcement built into it, we are shoveling shit against the tide.

Federal Legislation, Federal Anti-Trust, etc is going to be needed. Furthermore one specific thing can't fix a multi-variable problem, it will need to be "holistic" Federal action or they will just work around a single piece of reform.
